The final phase of accession includes bilateral negotiations between the candidate country and other members of the Working Group on Concessions and Commitments on the Level of Tariffs and Market Access to Goods and Services. The new member`s obligations will apply equally to all WTO members, even if they are negotiated bilaterally, in accordance with the usual rules of non-discrimination. For example, following WTO membership, Armenia proposed a 15% tariff on access to its market for products. With collective agreements that are ad valorem, there are no specific or compound rates. In addition, there are no tariff quotas for both industrial and agricultural products. Armenia`s economic and trade performance growth has been seen since its first review in 2010, particularly after the 2008 global financial crisis, with an average annual GDP growth rate of 4%, despite some fluctuations. The Armenian economy has been characterized by low inflation, lower poverty and substantial progress in strengthening macroeconomic stability, where trade in goods and services, which accounts for 87% of GDP, has played an increasing role. As of 31 December 2019, the number of WTO regular budget officers is 338 women and 285 men. Regional trade agreements (RTRs) appear to be in competition with the WTO, but they can often effectively support the WTO`s multilateral trading system.
THE ATRs, which have been defined within the WTO as reciprocal preferential trade agreements between two or more partners, have enabled countries to negotiate rules and commitments that go beyond multilaterally. In return, some of these rules have paved the way for an agreement within the WTO. Services, intellectual property, environmental standards, investment policy and competition policy are topics discussed in regional negotiations and subsequently developed on agreements or topics for discussion within the WTO. However, the dispute resolution system cannot be used to resolve trade disputes arising from political differences. When Qatar called for the creation of a body on the measures imposed by the United Arab Emirates, other GCC countries and the United States immediately rejected their request as a political issue and declared that national security issues were political and unsuitable for the WTO system. This was the largest negotiating mandate ever agreed: discussions aimed to extend the trading system to several new areas, including trade in services and intellectual property, and to reform trade in sensitive agricultural and textile sectors; all the original GATT articles were discussed The final act relating to the conclusion of the Uruguay Round and the formal introduction of the WTO regime was signed on 15 April 1994 at the ministerial meeting in Marrakech(Morocco) and is therefore known as the Marrakesh Agreement. The WTO is also a centre for economic research and analysis: the organization establishes regular assessments of the global trade image in its annual publications and research reports on specific topics. Finally, the WTO works closely with the other two components of the Bretton Woods system, the IMF and the World Bank. In addition, it is the WTO`s duty to review and promote national trade policies and to ensure trade policy coherence and transparency by monitoring global economic policies. Another WTO priority is to support developing, least developed and low-income countries, which are in transition to adapt to WTO rules and disciplines through technical cooperation and training. [update] In June 2012, the future of the Doha Round remained uncertain: the work programme lists 21 themes for which the initial deadline of 1 January 2005 was not met and the cycle remains incomplete.
