Where the post office requires environmental services such as planning and/or monitoring mitigation, mitigation or remediation, a technical provider should be maintained in accord with the procedures applicable to the acquisition of A/E services (see item 4.5.2). When a supplier is responsible for planning and implementing environmental protection, mitigation or remediation measures, the supplier should be maintained in accord with construction procurement procedures (see item 4.4.4). 3. This clause contains terms and conditions that are normally used in commercial purchases, for example. B the conditions relating to inspection, acceptance and warranty, and may be included in the invitation and contract by reference. Depending on the purchase, this clause can be adapted in accordance with item 4.3.7. (2) As part of purchase planning (see item 2.1), contract agents, assisted by the purchasing team, must endeavour to identify potential conflicts of interest in order to avoid or mitigate them. In the event of a potential conflict, the contract officer should consult with a designated consultant and seek the assistance of appropriate technical specialists to mitigate or prevent conflict. These mitigation measures may include, among other things, the development of tendering rules that limit competition to non-interest, or a contractual clause limiting the supplier`s eligibility for future contracts or subcontracting, or other measures to mitigate or avoid an obvious conflict, such as the adoption of measures to ensure as equal competition as possible, such as in the interests of postal service and suppliers. Any limitation on future contracts must be sufficient for a reasonable period of time to avoid an unfair competitive advantage or potential distortions. 4.3.2.h Quality assurance. As a general rule, purchases of commercial items are based on the supplier`s existing quality assurance systems instead of postal inspections and tests, unless the usual market practices include in-process inspection. Any ongoing mail inspection must be conducted in a manner consistent with business practices. c) The purchase of commercial objects in other procedures for calculating “as is” may also require other acceptance procedures than those contained in the clause.
